Problem/Motivation

It would be great if the same override as for the form would apply to the drush command that handles locale exports.

Steps to reproduce

Try to run drush locale:export de --types=customized,not-customized --context=commerce ;)

Proposed resolution

I think we should integrate a custom command (locale:context-export) but also try to hook into the drush core command and extend it.
