Problem/Motivation

WHen a "current" archive is created the achive shows in the archive list, but its alias returns a 404
Probably related, the path has an extra / in front of private.
/dataset-archives/current/theme/physician-office-visit-costs//private

- currents that are private, also seem to have no files.

Acceptance Criteria

  1. Archives of type "current" are accessible via their alias.
  2. alias does not have extra //
  3. Archives have the files they are supposed to have
