Problem/Motivation

The IDs for the user restriction type plugins have been changed. The default value for UserRestriction::$plugin is no longer a valid plugin ID.

Proposed resolution

Change the default value used for UserRestriction::$plugin to match the correct plugin ID for the plugin which validates the username.
