Problem/Motivation

In code and UI, user restrictions are sometimes called rules. We should aim to always use the same term (which could be shorted as restrictions). For this reason, the rule_type property should be renamed plugin, since that is effectively a plugin ID.

Proposed resolution

Replace the rule_type property with the plugin property. (The change must be backward compatible.)
