Problem/Motivation

When dkan core's repository is actually on Drupal.org, the module dependencies in the info file can be put back and the hacky patch removed.

Acceptance Criteria

  1. patch is removed
  2. patches entry and composer-patches removed from composer.json
  3. patches directory and the README in it are removed.
  4. Section in the main README about the patch is removed

Tugboat previews will start working again when this is done. Right now they are broken because of the docroot / web discrepancy for the patch.
