The module page points out:
Requirements
Since Tour was removed from core a copy of shepherdJs was copied to the module.
but there's an importante license change from Shepherd JS 13 <==> 14, see #3548171: Allow integrating other tour libraries in contrib and make Shepherd a submodule
So it needs to be pointed out, which version (and therefore license) this module uses (and supports!)
If using >= v14, commercial users need to buy a license. So it would be important to clarify this.
Start within a Git clone of the project using the version control instructions.

anybodyJust checked the code and currently 14.0.1 seems to be bundled. So it seems even more important to point out the effect on commercial projects!
#3548171: Allow integrating other tour libraries in contrib and make Shepherd a submodule would be a great alternative maybe, but is quite heavy.

Then maybe we should also add a follow-up to allow using "modern" versions of shepherd js (>=14) which in consequence might again mean implement #3548171: Allow integrating other tour libraries in contrib and make Shepherd a submodule for a good solution.
So yes, let's simply keep that issues open if anyone need it and is friendly enough to sponsor / implement that.
