Add setting field for aggregation delay

Problem/Motivation

We need an integer field on settings form to indicate the number of minutes that should be delayed between the last individual archive being created and when aggregation for keyword or theme begins.

It should explain that for automated sites this number could be small, like 10 minutes and for sites that use manual dataset updates the number should be larger to keep aggregation from happening prematurely
