Problem/Motivation

At XB on clicking of Acquia Optimize extension, you will notice the fetchSettings API call at initial stage but when you click on Quick Scan button, fetchingSettings API called again.

Proposed resolution

FetchSettings API should be called at initial stage and we can set the settings in the react state.
