Problem/Motivation

Currently the Rules filter is just a simple text field that searches the rules column. Ideally this should be a select list that lets you choose the rules. The rules would be populated dynamically from any of the Rules entity that have a status that is not "off".
Will need to make sure this introduces no schema errors.
