Rearrange module list for improved readablility

Problem/Motivation

Currently Each row reads kind of funny:

Cannot begin with [status] [limit] photo of

I propose changing the order to be
Label | Rule status | Rule type| Comparison text | limit.
That way it would read more naturally

warn Cannot begin with image of

The count limit would be out there, but at most there would only ever be two entries with count limits and more likely to be many more with string comparisons.
