Problem/Motivation

At this moment the toolbar module is required. But with the new drupal version you could use (ate this moment) the toolbar module or the navigation module.

I think that you could remove the requirement because almost every administrator wil use one of those two as default. It is also installed as default in every drupal installation. Maybe you could write in your documentation that one of those modules is required.
