"Page.logo" exist in "page.html.twig" but "region--logo.html.twig" doesn't exist nor the region itself in ".info.yml"

Steps to reproduce

Install a fresh seeds_ui theme

Proposed resolution

add the file "region--logo.html.twig" and 'logo: "Logo | Show on Desktop and Mobile headers."' to regions in the info.yml file

    • Merged featured-bottom regions into a single template
    • Removed unused page-top and page-bottom regions
    • Split header region into separate logo and actions templates
    • Removed unused sidebar-second region
    • Updated region template descriptions for clarity
