Problem/Motivation

The lowercase L in "HTMl" on the configuration form is a nonstandard way to refer to HTML, and it is confusing because in a sans-serif font it looks like a capital I, and HTMI is no more a thing than HTMl is.

Steps to reproduce

Go to /admin/config/development/disable-messages and observe that the second checkbox and its description say "Strip HTMl tags"

Proposed resolution

Capitalize the letter L in the label and description of the checkbox.
