Form file_validate_extensions error [#3535894]

Problem/Motivation

With Drupal 11.1.8 getting the following error when adding the JSON key file at /admin/tmgmt/translators/manage/google_v3

Drupal\Component\Plugin\Exception\PluginNotFoundException: The "file_validate_extensions" plugin does not exist. Valid plugin IDs for Drupal\Core\Validation\ConstraintManage

is deprecated in drupal:10.2.0 and is removed from drupal:11.0.0.
