Jelle_S has confirmed they no longer wish to continue as a maintainer for the Responsive Image subsystem.
Proposed resolution:
Remove Jelle_S’s name and contact details from the MAINTAINERS.txt entry for Responsive Image.
Remaining tasks:
- Commit the update to MAINTAINERS.txt
- Notify the Core Committers Slack channel when merged
No UI/API/Data model changes.

Committed to 11.x, 11.2.x, 10.6.x, and 10.5.x. I'll also do the admin tasks, such as updating the core node, the Google group, the maintainer channel and the past maintainer page.
