1. Current requirement commerce:commerce_cart (>=8.x-2.22) breaks tests for D11, as it is not cover Commerce core version 3.0.
  2. Resolve phpstan and phpcs issues.
  3. Update CartAdder service to correctly utilize commerce_order.availability_manager.
  4. Other possible things that I didn't notice yet.
