Add option to require a taxonomy term match

Problem/Motivation

In some scenarios, it may be desirable to not display the views row at all if there is no match between the taxonomy term on the current page and the taxonomy term in the views row. Add a checkbox to the config to require at least one match for the views row to display.

Proposed resolution

Update the config form and the service with the new configuration option.
