Define schema for third party settings in owner config entities

Problem/Motivation

Modeler API writes third party settings into owner config entities and we need a schema for that. However, we don't know the names of the config entities that modeler API will hook into, it's not a static list of modules.

Proposed resolution

Use the config_schema_info_alter to dynamically provide the third party settings schema for all implementations at run-time.
