Select element values not displaying after change on block form

Overview

When changing the value of select elements on a menu block (i.e. "initial visibility level" or "number of levels to display"), the selected values are not visually reflected in the form after selection.

Steps to reprodue:

1. Add a menu block to a page
2. Expand the "Menu levels" details element
3. Change the value in one of the select dropdowns
4. Observe that the newly selected value is not displayed in the form
