Problem/Motivation

Fields which make use of CKEditor such as "Text (formatted, long, with summary)" are currently unable to change their text formats because the current rules are a bit too strict.

Steps to reproduce

Add a formattable text to Gutenberg, you'll no longer be able to change the text format.

Relax the CSS rules

User interface changes

Gutenberg's Drupal text format option is hidden, but other text format options are left intact.
