Switch navigation context and navigation menus in front-end and Layout Builder contexts

Problem/Motivation

Navigation Context menu is not showing up at the front-end
Block items are not showing out in the setting tray when adding blocks using the layout builder

Proposed resolution

#3520088: Fix navigation context and navigation menus and input submit types
Switch to use the varbase_components:nav-menu for menus
