Close ("X") button missing in modal popups for "New folder" and "Manage folders"

Problem/Motivation

When opening the modal dialogs via the "three dots" (⋮) menu in the file explorer—for both "New folder" and "Manage folders" options—the close ("X") button does not appear in the top-right corner of the modal.

This impacts usability, as users expect a quick way to close the popup without interacting with the form buttons or clicking outside the modal.

Steps to reproduce

1. Navigate to `/file-explorer`
2. Click the "three dots" (⋮) menu in the toolbar
3. Select "New folder" or "Manage folders"
4. Observe that the modal opens without a visible "X" close button
