This is a clean-up issue. I didn't know that getConfigFactoryStub() exists and ended up setting up config factories for myself in PageAttachmentsTest. I do it in JsUrlQueryBuilderTest too, but that will be more difficult to convert. Whereas PageAttachmentsTest will have one-to-one conversions.
