Overview

In the preview a Global Region should be highlighted in the Overlay (nametag/border shown) when

1) it is not empty && focused region is Content && it is hovered in either the preview or the layers panel
2) it is the focused region and the user is not dragging a component
3) it is the focused region and the user is dragging a component and the drop target is the focused region

A user should be able to switch focus to a region by double clicking it IN THE PREVIEW when the focused region is Content.
