After upgrade to Drupal 11.1.x the hook hook_library_info_build (docs) don't work.

I'm having the same issue in my custom theme after upgrading to D11. In D10 I was using that hook to dynamically generate libraries for all the "components" in a folder.

In D11 `hook_library_info_build` isn't being fired at all.
