Delete and configure section not visible

Problem/Motivation

If the user does not have permission to add a section before an existing section (with Layout Builder Lock), and does not have permission to add the layout in the layout Library (with Section Library), then the delete and configure section of the first section may not be visible as the links are out of the div with CSS so it depends on the margin of the above content on the page.

Proposed resolution

Add a margin top 1.5em on the section element. The same as the margin bottom added on the add section div.
