Problem/Motivation

This is a simple one. See the COOKiES submodule for boilerplate code. This is only relevant for posthog_js (clientside), not server-side posthog_php

The submodule should integrate Posthog JS with COOKIES and allow to opt in / out from tracking using the COOKiES functionalities.

Also note https://posthog.com/docs/libraries/js#opt-users-out while I think it would be better to not load posthog at all, if no consent is given.
