Problem/Motivation

Now that config_distro_filter module is deprecated, and config_filter will become unsupported in Drupal 12, we should remove config_distro_filter module along with any dependency on config_filter module.

Proposed resolution

Remove config_distro_filter module from the codebase and create a new minor release.
