Description: 

The CustomElementsNormalizer class, which is used by code that uses custom elements into non-HTML responses, contained special handling for an "is" attribute: it was converted into the element name (tag).

This handling has been dropped. $custom_element->setAttribute('is', TAGNAME) will now just output a simple "is" attribute in both HTML and JSON formats. To set the tag, use $custom_element->setTag(TAGNAME).
