[META] Create SDDS documentation

Add child issues.

Updated all child issues to point at their new docs page under:

https://www.drupal.org/community-initiatives/starshot-demo-design-system

Add task.

Making progress here:

• First 3 are pretty much done (need small tweaks based on feedback)
• Development guide needs info on configuring XB
• SDC conversion guide needs more detail on validation, checking in XB and creating MR

First 3 have been updated and are done.

dev guide is done... what's left are SDC conversion and testing guide... and need to add the XB installation somewhere... maybe that will end up in the dev guide or on its own

Add validation guide to list.

Conversion guide is ready for review.

Validation guide is ready for review.

• SDC conversion guide is done.
• Validation guide has been reviewed by Jacob as part of creating a validation script.
• Still need to create the testing guide

Dev guide has been updated to use drupal_cms repo and still needs updating for XB demo install changes but we are waiting on steps.

Testing guide is postponed as well until we get XB demo install changes.

Testing guide can be handled separately before Singapore so closing this.
