Problem/Motivation

Sometimes segment output computes no value (empty), but segment title manually described in another "text" segment - does. So there is title, but no content.

For this reason header, footer and empty fields could be introduced, so that user could enter what should be default output if segment produces no content. Also add "header" (and maybe "footer") fields so user could write the title of the segment, and click a checkbox "Display even if there is no value" like in views. This way the user could easily control what happens with empty output.

Even though I removed 30% of this feature from one of segment plugins #3442352: Improvements to prompt reference segment, but it could be re-implemented in abstracted and feature complete way for all segments by default.

Alternative is after implementing #3457494: Implement conditions for prompt segments, create a condition which would disable related plugin if some other segment has no output (empty).
