Schema is needed to meet validation for D10.3 and higher [#3458419]

Problem/Motivation

To meet Drupal's new configuration validation, and to be able to save / update the text editor / CK Editor config, a schema needs to be defined.

Proposed resolution

Create a schema file that matches the needed validation.

Hello.

I've created a PR that resolves this issue. Please see above. I've tested this on sites built on 10.3 and with this module enabled, and this resolves the configuration validation issue.
