This issue is to house images in legacy raster format that can be removed in D12 because they've been replaced by SVGs in D11.

Since there is movement on this (thanks!) I should note that there was one more ticket that I was holding out on adding here yet because it got sent back for more info, but it would be swell to be able to knock that out, so we have a more "complete" set of legacy PNG -> SVG replacements in place and everything removed.
