Toggle does not indicated when running is prevented

Problem/Motivation

When Editoria11y has already run on the page and the DOM changes to match the "preventCheckingIfPresent" parameter for editing toolbars, the checker locks, but no longer turns gray.

Steps to reproduce

Add an element with class of .ckeditor after the page loads, and try to open the main panel.

Proposed resolution

Add missing CSS and a console warn with debugging information.
