It is not a duplicate because it has been created by a different person. Futhermore, this is an offer to be maintainer (not co-maintainer) created by a person who can be added as maintainer from project moderators.

ikit-claw can opt projects into security advisory coverage. If he is still interested in maintaining the project, he needs to move this issue in the Drupal.org project ownership queue.
