Allowed formats for HTML Body being empty breaks the email template edit form

This is a follow-up to #3409044: Allowed formats do not work with the HTML Body field. We broke the email template edit form in the issue, in the case where the allowed formats are empty. In that case, there are no formats available to choose from.
