After committing #3408357: Issue with module installation so the module can be installed when webform is not present, I think it is a very big requirement to have just for a css toggle, if you're not already using webform.

The class using webform is Drupal\css_toggle_switch\Element\ToggleSwitchEntity

We need to find a strategy to avoid the requirement
