Problem/Motivation

When using a ckeditor feature or other popup dialog inside Gutenberg, the unnecessary high z-index causes balloons inside the popup to be shown behind the editor. There's an "!important" value of 1000000 for ui-dialogs.

Steps to reproduce

Create a Gutenberg plugin that opens a CKEditor window for editing of features not possible in Gutenberg, such as an advanced table editor. Click inside the content for a CKEditor 5 balloon to show. The balloon will not be displayed.

Proposed resolution

Lower the z-index of .ui-dialog to 1260, which is what's being used by several admin themes.
