Track the steps needed to remove extension TBA from core to contrib. See Remove a core module and move it to a contributed project of the deprecation policy.
The contrib project is Tour
The removal of extension Tour was approved in #3325445: [Policy] Remove tour module from core
Postponed on all other issues which include a stable release in the contrib project.
lifecycle to deprecated.lifecycle_link to the section added above, https://www.drupal.org/node//3223395#s-EXTENSION_NAME.@group legacy to the tests in the extension.Start within a Git clone of the project using the version control instructions.

quietone commented@smustgrave, thanks for creating the MR as well as the contrib project. I recently added a link to the contrib project to the issue summary of the parent issue.
That is a wiki page and anyone can update it. Tour is already listed in the https://www.drupal.org/node/3223395#s-upcoming-deprecations section. Of course, that will have to change when this issue is committed. It will move to the section of already deprecated extenstions. But I am still considering how to indicated the core version when an extension was removed.
This is postponed on a stable release of the contrib project and #3405660: Remove tour from themes.

quietone commented@smustgrave, I explained the reason in #6. Also, in the meta it is step 4 which is before step 5, which is this issue..

Committed/pushed to 11.x and cherry-picked to 10.3.x, thanks! I un-postponed #3421789: Ensure that Tour does not get special core treatment.
The documentation move is listed in #3376099: [11.x] [Meta] Tasks to remove Tour so we will probably update references there rather than here.
