Problem/Motivation

Lot of elements override each other so we need lot of z-indexes. What can be problem when anunt of elements will grow. Imo better to control them from variables in one place.

Proposed resolution

Group all current z-index in variables css like:

--admin-toolbar-z-index-popover`
