Fix phpstan issues

Problem/Motivation

In #3401816: Add automated testing with Gitlab CI, we added automated tests but disabled PHPStan because of a CI-related error. This issue is in backlog to evaluate and re-enable PHPStan later, even potentially adding phpstan as a dev dependency if that is the expectation for Gitlab CI.
