Add Views Date Filter ~1.0.0 module, Enable it and change default configs for Date Filters

Problem/Motivation

Better Exposed Filter is using the Out Dated jQuery Slider widget library
Which overlaps with other elements in the Content, People, Media Library pages.

Proposed resolution

Add and enable the Views Date Filter module by default

This is a plug-and-play module that replaces core date and datetime filters with a filter that handles both storage types and is actually end-user friendly when exposed.

Switch Date filters to default config for Content, People, and Media Library Grid/Table views to the default Drupal's HTML date filter, which the Views Date Filter module is updating using.
