Update the Update Helper module from 3.0.4 to 3.0.4 || 4.0.0 to support Drush ~12.0 and keep needed patches

Update Helper 4.0.0 was released on: 25 Sep 2023 by: alexpott
https://www.drupal.org/project/update_helper/releases/4.0.0

This was the only blocker for moving from Drush ~11.0 to Drush ~12.0

Proposed resolution

• Change drupal/update_helper to 3.0.4 || 4.0.0 in the composer.json file.
• Keep needed patch for #3024165: [PATCH] Enhancements, Better messages for the unable to apply updates, drush command
• Move the varbase_update_helper.commands drush service from drush.services.yml to varbase_update_helper.services.yml

because of changes in Drush ~12.0
