Follow-up to #3392407: Use CSS only scrolling shadows (scrim)

- Makes header sticky on mobile but not on desktop
- Makes footer sticky on desktop but not mobile
- Shows scrim only on top on mobile
- Shows scrim both on top and bottom on desktop
