Yep, I see what you mean. The behavior you see there is probably because you have chosen the "threaded" comment display, rather than "flat". This kind of thing would happen on most themes as the list of comments grows. Your example is extreme, since you are trying to get 10,000 comments on one node.

If this is disturbing then I would suggest you change the way your comments are displayed, like I said from "threaded" to "flat".

If we're talking Drupal 5:

If it is Drupal 6 then it is done per content type:

I have the same problem as this guy but i dont know how to fix it.

I dont get it...

And i have the same problem with my comments they getting smaller and smaller too :S
