Decimal instead of comma or none

Problem/Motivation

When selecting a comma for the thousands marker in a field for a View and sum the column, and there is one or more rows with over a thousand in the table rows, then the sum is using a decimal instead of comma.

When selecting a comma for the thousands marker in a field for a View and sum the column, and there is nothing over a thousand in the table rows, then the sum is not displaying a comma or decimal when aggregation total is over one thousand.
