Problem/Motivation

It's impossible to save the settings form of the module.

Steps to reproduce

Go to admin/config/content/content-moderation-link, try to save the form.

Confirmed that there is an issue while saving the config form.
The given patch works well. But it initializes the config variable multiple times. So added a new patch for it.

@keshavv it's a little unusual to move an issue to RTBC while submitting a new patch, because technically no one besides you has reviewed it. That said, the change here is pretty minor, and an improvement.
