I decided to open a new ticket rather than reusue the D10 automated updates for SEO.

Steps to reproduce

* Update to drupal 10
* Try to run a ms
* confirm that you see the same error

TypeError: Drupal\Component\EventDispatcher\ContainerAwareEventDispatcher::dispatch(): Argument #1 ($event) must be of type object, string given, called in /var/www/html/docroot/modules/contrib/migration_tools/src/Message.php

Proposed resolution

* Update the order the dispatch call.
