Able Player caption media type does not display file upload by default

Problem/Motivation

Upon installation, the able player media caption media type does not set the file display.

Steps to reproduce

Go to /admin/structure/media/manage/able_player_caption/form-display after installing the module and you will see the File field disabled.

Proposed resolution

Ship with config having the file field enabled.
