Problem/Motivation

The module does not provide a default config for interval and logging. Also, the interval value should be validated to be numeric.

Proposed resolution

Add a `scheduler_request_cron.settings.yml` in "config/optional" with default values for interval and logging and validate the interval to be numeric.
